Part L Compliance

compliance sign against blue skyAs BER Auditors on behalf of SEAI since 2010, we at BaltEco are experts on Part L Compliance and Building Energy Rating (BER), ensuring you get it right first time in the most cost effective way.

All new dwellings must now comply with Part L of the Building Regulations 2011, which deals with the Conservation of Fuel and Energy. There are many different approaches to compliance but all requires a combination of Heating system choices, Insulation and Ventilation measures as well as Renewable energy Technologies. A computer program called DEAP, developed by the Sustainable Energy Authority of Ireland (SEAI) to generate BERs, is used to demonstrate Part L compliance. Starting compliance checking as early as possible in the design process is recommended, to eliminate later problems, reduce cost and complexity, and ensure optimal design. Evidence of compliance must be submitted with the commencement notice (DEAP XML), under the Building Control Amendment Regulation (BCAR or SI. 9 of 2014).

Energy Audits

We assess your current energy usage and buildings condition, in order to provide a full report with recommendations to reduce energy use and increase comfort. We compare this with the latest building regulations on insulation, boiler efficiency, ventilation levels and renewable energy options and advise on any grant schemes available, to prioritise the most cost-effective and within budget options for improvement. We are completely independent of all products and manufacturers so you are guaranteed unbiased advice across the full range of options.

Process includes:

  • Analysis of annual fuel usage (electricity, oil, gas, LPG etc.).
  • Building condition survey including fabric insulation (wall, attic), windows and ventilation.
  • Identification of any problem areas using Flir Thermal Imaging Camera.
  • Survey of services including boiler (age, efficiency), radiators, cylinders, controls etc.
  • Preparation of detailed report on findings and recommendations from simple waste reduction measures to renewable energy technologies. Cost estimates and Cost benefit analysis are used to prioritise options.

Detailed customised energy efficiency audits are available for commercial and industrial clients to include business processes and complex premises, building services surveys and fuel purchasing options. Examples include nursing homes, crèches, farm enterprise, factories and office buildings. Using products from SEAI’s Triple E register allows businesses to avail of the benefits of SEAI’s Accelerated Capital Allowance (ACA) scheme and deduct the full amount of the equipment against profits in the year of purchase – this offers the twin benefits of reduced energy costs and reduced tax burden.

Follow on services to the audit can include securing detailed pricing, tendering, project management or overseeing the project, and/or certification of upgrades for BER.
